Paul Mangwana and Douglas Mwonzora could hardly be more different. Mangwana is a jovial former minister, having served in the government of Robert Mugabe that has ruled Zimbabwe for the last 30 years. Mwonzora is a human rights lawyer from the opposition MDC. The two men were brought together in 2009 as the joint heads of the COPAC commission to draft a new “democratic” constitution for the country. At early citizen town meetings, Mugabe’s ZANU-PF party initially seemed in control of the process, sending in party loyalists to exert influence and intimidate the opposition. But during the protracted process of formulating the document, events took an unforeseen turn.
